Navigating the new operating environment:

A guide for ITOs

This guide has been produced to help develop a shared understanding among people working in
Industry Training Organisations (ITOs) about how to interpret the recent changes to the operating
and funding system, as well as help with decision-making, by drawing together a range of possible
responses. This guide:

1. Provides a brief background for why this guide was put together and our
   understanding of the key drivers for Government, the Tertiary Education
   Commission (TEC), and ITOs
2. Outlines key operational policy changes and what they actually mean
3. Describes the key elements of the Industry Training Register (ITR) infrastructure
4. Describes some of the ways that ITOs could mitigate business risks; and
5. Provides links for ITO staff to find out more information.

This guide is intended to help ITOs navigate through key TEC operational policy and funding
changes. It has been designed to sit alongside the various rules, guides and schema that the TEC has
made available. ITOs are encouraged to become familiar with these TEC documents.
