Supporting Completions

 A key objective of the government is to improve value for money within industry training. To achieve this objective, the Tertiary Education Commission (TEC) has developed operational frameworks that all ITOs are required to meet.

Three of the key foci for all ITOs are:

  • Reporting unit standard (credit) achievement for every enrolled trainee in each calendar year;
  • Ensuring the average completion time of all trainees equals the designated timeframe for that qualification; and
  • Avoiding  trainees being enrolled for more than 70 credits per year (unless an exception has been granted)

In order to meet these requirements, Careerforce has reviewed the way we work and will be implementing a number of changes throughout 2011.

The Operational Procedures document outlines how Careerforce is responding to recent TEC policy changes, and how these changes will impact upon employers and trainees.

Types of Trainee Identification

TEC require that one of the following documents are supplied:

New Zealand citizens Cook Islands, Niue, and Tokelau citizens Australian citizens

Passport
Birth certificate,
Certificate of citizenship for New Zealand
Whakapapa (A verified copy of a whakapapa statement is acceptable only when a trainee cannot obtain a birth certificate. Both the trainee and a Kaumatua must sign the whakapapa as evidence of identity and citizenship)

Overseas citizens

Passport with a current resident's permit
Passport with current work permit
Certificate of identity from NZIS if the learner was a refugee

Marriage certificates can be used as evidence of someone’s legal name, but this must be in addition to the form of identity listed above.

Verifying Trainee Identification

From 1 May 2011 Careerforce requires identification to be verified for all trainees each time they enrol in a qualification or programme.

Training Monitoring and Milestones

When signing up to a training agreement, trainee's and their employer's will identify the training milestones, including the training start date, the date of the first assessment and the estimated end date.

The Training Milestones are :

  • Training start date – the date training will start or 30 days prior to the first assessment date.
  • First assessment date – the date the first unit standard will be assessed; this must be within 30 days of the training start date.
  • Integrated assessment training start dates and first assessment dates – the first assessment date is the date the first set of integrated assessments will be assessed and the credit reported; this date must be within 3 months of the training start date.
  • Progress checkpoints dates – the anticipated dates the trainee will have completed approximately 25%, 50% and 75% of their qualification.
  • Completion date – the date the trainee will complete the qualification. On average, this should align with the designated qualification timeframe.

Monthly Training Reports

To support workplaces monitor employee progress towards the completion of their qualification(s) Careerforce provides all workplaces with monthly Training Report. These reports will show employees that are currently enrolled in Careerforce qualifications, the progress they have made towards their qualification(s), and the required completion date. The report identifies trainees who are progressing well and those who have not reported credit as expected.
