Identification and Verification

All employees must provide acceptable Identification Documents (ID) with their training agreement to qualify for Careerforce funded training.  ID must be provided each time an employee sends in a new training agreement.

TEC require that all documents used for ID are verified.  Before sending in the training agreement and ID the employer must verify the ID.

TEC require that the following documents are used for identity:

 

New Zealand citizens Cook Islands, Niue, and Tokelau citizens Australian citizens

Passport
Birth certificate,
Certificate of citizenship for New Zealand
Whakapapa (A verified copy of a whakapapa statement is acceptable only when a trainee cannot obtain a birth certificate. Both the trainee and a Kaumatua must sign the whakapapa as evidence of identity and citizenship)

Overseas citizens

Passport with a current resident's permit
Passport with current work permit
Certificate of identity from NZIS if the learner was a refugee

 If a trainee’s name has changed a Marriage Certificate can be used as evidence of their legal name, but this must be in addition to the form of identity listed in the table above.
 

Verifying Identification

From 1st May 2011 Careerforce require identification to be verified for all trainees each time they enrol on a programme or qualification.

The Tertiary Education Commission (TEC) have introduced rule ENR028. This rule requires that Careerforce must verify the identity of trainees (domestic and foreign students).

Careerforce are also responsible for requesting National Student Numbers (“NZQA Numbers” /“Hook on Numbers”) directly from the National Student Index.  For this process Careerforce are expected to verify a learner’s identity.

To verify a trainee’s identity Careerforce must validate the trainee’s:

  • full legal name  
  • gender 
  • date of birth
  • citizenship or residency status

To simplify the process as much as possible, Careerforce are extending the responsibility of verification of identity to employers.  By doing this, trainees will not be required to send their original documents i.e. passports or birth certificates, to Careerforce to validate the identification and this verification process can occur in the workplace.

How to verify a document

  • The original document must be sighted by the employer
  • A photocopy of this original document must state the following: “I certify that I have sighted the original and this is a true photocopy “
  • The photocopy must state the workplace and it must be signed and dated by the employer who has verified the document

Training Innovation Programme Recipients

Recipients of Careerforce Training Innovation Trust funding will need to put their Innovation Trust Contract Number in the space provided at the top left of each Training Agreement.
