Māori Information Management System Update


Since 2004, Careerforce has been collecting trainees iwi affiliation data and as a key result it has established a unique computer-based system called ‘Māori Information Management System (MiMs). We are able to report on a range of training information so that our information is relevant and applicable to Maori workforce development.

MiMs is a computer based operation which has been tuned to make sense of statistical information relative to the training characteristics of Māori engaged in a ‘Training Agreement’ with us. Careerforce uses this data for the following purposes:

  • to measure its responsiveness to Māori workforce initiatives in the interests of its partnership obligations - Te Tiriti o Waitangi, 
  • to measure, account and report on, Māori workforce development in accordance with its relationship with Te Amorangi Mātauranga Matua (TEC).
  • to access higher equitable STM funding to strengthen Māori workforce in health and disability. 
  • to measure Iwi/Māori responses to Careerforce training initiatives, its services & products.   
  • to lift the level of engagement and consultation with Iwi/Māori communities and to determine longer term planning.
  • to support Careerforce Māori Advisory Members (Te Mana Whakahaere) to lead National Māori workforce development strategies.  

In 2004, out of a total of 199 trainees who identified as Māori, only 22 people were able to identify either their iwi/hapū/and/or marae.  Those who could identify their iwi were members of Ngai Tahu, Tainui, Ngāti Porou, Ngāti Maniapoto, NgāPuhi and Ngāti Kahungunu.  We also identified that eight other individual iwi were engaged in a Careerforce training agreement.  At this early stage, the numbers were very small. 

In 2005, 303 Māori trainees were engaged in a training agreement with Careerforce.  Of this total 200 (66%) people identified as Māori, but did not/could not, specify their iwi affiliation.  Other iwi identified as coming on stream rose by 16.2% or 49 new iwi groupings.  Ngāti Kahungunu represented the largest participation in training (6.3%) followed by Ngāpuhi, Tainui and Ngai Tahu.

In 2006, 363 Māori trainees were engaged in a training agreement with Careerforce.  Of this total 179 (49.3%) who had identified as Māori did not/could not, specify their iwi affiliation.  Other iwi coming on stream rose by 86 or (23.7%).  This is a strong indication that more Māori were engaging with Careerforce training.  Ngāpuhi trainees represented the largest participation in training (8%) followed by Ngāti Porou, Tainui, Ngāti Kahungunu and Ngāti Maniapoto.

In 2007, 275 Māori trainees were engaged in a training agreement with Careerforce. However 34% did not specify their iwi affiliation. In the same year there was significant participation by other iwi coming on stream for example 97 trainees of Ngāpuhi descent, followed by Ngāti Porou (53 trainees) with significant participation by iwi from Tainui, Ngāti Maniapoto, Ngāti Kahungunu, Ngai Tahu and Tuhoe. In the meantime, future Maori workforce development will; need to concentrate on assisting iwi identify their iwi affiliations so that our forecasts are more accurate.

In 2008, 1681 Māori trainees were engaged in a training agreement with Careerforce.  Of this total, 394 (23.4%) did not/could not, specify their iwi affiliation.  Other iwi coming on stream rose by 504 (30.0%).  Ngāpuhi trainees (292 or 17.4%) represented the largest participation in training, followed by Ngāti Porou (112 or 6.7%), Tainui, Ngāti Kahungunu, Ngāti Maniapoto, Ngai Tahu and Tuhoe.

 According to the 2006 Census, Ngāpuhi represents the largest Iwi with a population of 122, 211.  The working age population of the same year totalled 72, 384 (i.e. aged between 15yrs – 64yrs).  In 2007, 0.08% people of Ngāpuhi descent were engaged in a training agreement.  Over the next 3 years, Careerforce intend to build its iwi profiles through our current computerised system and to expand our Māori Information Management System so that the information we can provide Iwi will assist their plans for iwi/Maori Workforce development.
