Findings and change recommendations
The consultation phase took place between July and December 2018. We thank all stakeholders for their active participation and valuable feedback.
The online consultation and the stakeholder engagements demonstrate a strong level of agreement with the current specifications of the New Zealand Certificate in Health and Wellbeing (Level 2) and the New Zealand Certificate in Health and Wellbeing (Level 3). There was some uncertainty on how the qualification meets the needs of Māori and Pasifika.
Careerforce recommends some changes in the qualification specifications for the New Zealand Certificate in Health and Wellbeing (Level 2 and Level 3).
These include the addition of a new Graduate Profile Outcome (GPO) relating to Communication and an increase in the credit value of the Vision Hearing Screening Strand (Level 3).
The findings in relation to the New Zealand Certificate in Health and Wellbeing (Level 4) Advanced Support showed a strong level of agreement with the Strategic Purpose, Pathways, and Conditions of the qualification. Stakeholders expressed a strong need to increase the breadth and depth of competencies for graduates at Level 4.
We recommend changes to the qualification specifications for the New Zealand Certificate in Health and Wellbeing (Level 4) Advanced Support to: reflect the increasingly complex needs of people being supported; and to enhance the level of responsibility for employees at this level providing opportunity to progress in their careers.
These include the addition of two new Graduate Profile Outcomes on Communication and Clinical Support, as well as an increase in the credit value to 120 to reflect the increased breadth and depth of competencies. Please find the draft qualification and guidance documents to be submitted to NZQA for review and approval.
Note: During the consultation period, comments were made regarding the current programmes offered by Careerforce. These include comments on implementing the programme in the workplace, and the unit standards and topics within the programme. These comments have been noted for future reference. If these comments indicated that an adjustment would be required in the Qualification to enable a change in the programme, this has been identified.
